How bad can headlights be and still be restored?

If the lens is intact and the cloudiness is on the outside surface, it can almost always be restored — including deep brown-yellow oxidation. What restoration cannot fix is a cracked lens or moisture trapped inside the housing.

Do restored headlights look as good as new ones?

On an intact polycarbonate lens the finished clarity is visually equivalent to OEM. Deep pitting from hail or rock strikes can leave faint texture that polishing won't remove.
